The 90-Minute Diagnostic
When you have 90 minutes with a leadership team and need to identify which structural problem is costing them the most, you can't afford to guess. You need a framework.
This is the OPI Decomposition — the exact diagnostic framework BPE uses in initial assessments. It takes 90 minutes. It produces a ranked list of structural problems. And it tells you where to start.
What Is OPI?
The Organizational Performance Index (OPI) is a composite score measuring five structural dimensions:
- Decision Architecture (DA): Who decides what, and how fast
- Leadership Alignment (LA): Whether the leadership team is aligned on strategy and execution
- Execution Infrastructure (EI): The systems and processes that make execution inevitable
- Incentive Design (ID): Whether rewards and consequences align with desired outcomes
- Feedback Loop Integrity (FLI): How quickly the organization learns from its actions
Each dimension scores 0-100. The composite OPI is the average.
The Decomposition Process
Step 1: Score Each Dimension (30 minutes)
We use a structured interview with the full leadership team. Each dimension gets scored based on specific behavioral indicators:

Step 2: Identify the Gap (20 minutes)
For each dimension, we ask: What's the gap between where you are and where you need to be?
Not where you want to be. Where you need to be to execute your strategy.
Step 3: Estimate the Cost (20 minutes)
For the top three gaps, we estimate:
- Time cost: How many hours per week does this gap consume?
- Opportunity cost: What can't you do because of this gap?
- Risk cost: What could go wrong if this gap persists?
Step 4: Rank by Impact (20 minutes)
The highest-value lever is the gap with the largest combined cost that is also the most fixable in the shortest time.
The Output
A one-page diagnostic with:
- Current OPI and dimension scores
- The three highest-value gaps
- Estimated cost of each gap
- Recommended sequence of interventions
- Expected OPI improvement from each intervention
